The Azerbaijani language, which retains traces of the ancient historical past and is a means of communication of millions of Azerbaijanis, is an invaluable spiritual heritage of our people, one of the most important symbols of national existence and state independence. Our language, which has the power to express the deepest thoughts to the finest nuances, with its perfection and richness, still preserves a worthy place among the languages of the world.

The preservation of the Azerbaijani language as a state language and ensuring its application are among the priority principles for the construction of an independent state. Over the past years, various laws, decrees and orders have been approved to ensure the official status of the Azerbaijani language and improve its application. These documents, which provide for the expansion of unconditional use of the state language in all spheres of life and preservation of its purity, completely determined the legal framework and mechanisms for implementing the use of the state language in the country. All this serves as a clear example of the approach to the Azerbaijani language precisely as one of the main attributes of statehood, a vivid manifestation of the high attention and concern of the state. The steps taken were extremely important in terms of further enriching the literary language and expanding its scope.

At the same time, the rapid adoption by people of technological innovations in the modern age of the wide scope of the processes of globalization and the expansion of the possibilities for unhindered information exchange causes certain difficulties in the proper use of the potential capabilities of the native language. The current situation dictates the need for constant preservation of the issues of protecting the purity of the state language and the correct use of the literary language in the light of the national idea - the ideology of Azerbaijanism. In order to ensure the regulation of the sequence of activities to be carried out in this direction and further expand the possibilities for the use of the Azerbaijani language, guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan.

I resolve:

1.To approve the State Commission of the Republic of Azerbaijan on Language in the following new composition:

2.The National Academy of Sciences of Azerbaijan together with the relevant structures within three months to prepare and submit to the President of the Republic of Azerbaijan a plan of measures related to maintaining the purity of the Azerbaijani language and further improving the use of the state language.

3.To abolish the Order of the President of the Republic of Azerbaijan "On the Approval of the Composition of the State Commission of the Republic of Azerbaijan on Language" No. 766 of July 4, 2001 (Collected Legislation of the Republic of Azerbaijan, 2001, No. 7, Article 500; 2006, No. 9, Article 743).
