April 29, general meeting of the Azerbaijan National Academy of Sciences of (ANAS), dedicated to its scientific and organizational activities in 2015 was held.

The event was attended by the head of the Azerbaijani Presidential Administration, Academician Ramiz Mehdiyev, State Counselor of the Republic of Azerbaijan on Interethnic, Multiculturalism and Religion Issues, Academician Kamal Abdullayev, head of the department Humanitarian Policy Issues of the Presidential Administration Fatma Abdullazadeh, Deputy Prime Minister Elchin Efendiyev, active members and corresponding members of ANAS, heads of higher educational institutions, representatives of state and public organizations.

In advance, meeting participants familiarized with the exhibition reflecting the activities of scientific institutions and organizations of ANAS in 2015.

Opening the General Meeting, the President of ANAS, Academician Akif Alizadeh introduced the issues on the agenda.

Then it was heard the final report of the president of ANAS reporting on the implementation of the "State Program on the Implementation of the National Strategy for the Development of Science in the Republic of Azerbaijan in 2009-2015".

Noting that this year marks the 25th anniversary of restoration of state independence of Azerbaijan, academician added that during this time the republic confidently walked towards its strategic goals, "Worthy successor of the national leader Heydar Aliyev - President Ilham Aliyev ten years ago announced strategy "converting oil capital into human capital", thereby claiming the world that the main goal of Azerbaijan is to build a modern society based on the intellectual development of the model. The recent sharp decline in oil prices on the world market, the deepening of the global economic crisis has once again shown that some long before Ilham Aliyev’s intellectual development strategy is fully justified. Indeed, based on the development of independent Azerbaijan is the unity of strategy, oil and human capital, natural resources of the country and its intellectual potential. Despite the ongoing global and regional crises and disasters, we, as noted in the concept of "Azerbaijan 2020: vision to the future", moving towards a knowledge society, based on the intellectual development model.”

Academician A. Alizadeh also spoke about a number of important areas, covering the future objectives of the national science, as reflected in the National Strategy for the Development of Science. He noted that ANAS had made appropriate structural changes for conducting research and analytical work, as a result of the efficient organization of the relevant activities of common criteria and principles of assessment of scientific activity at the level of modern standards have been developed. The collected information about research institutions have been analyzed on the basis of scientometric studies and in the framework of a specific program has been carried out the initial evaluation of the scientific activities in the years 2009-2013. The academician said that the strategy as a basis for two important criteria were taken - the trend of development of world science and socio-economic, cultural and moral development of the country, according to which the identified objectives of national science. Elaborate on the work done in this area, the head of ANAS emphasized the need for the adoption of the National Strategy for the Development of Science at the next stage.

Then, discussions were held about the report.

At the meeting on the work done in cooperation with ANAS within the framework of implementation of "State Program on the Implementation of the National Strategy for the Development of Science in 2009-2015", made reports by the Minister of Education Mikayil Jabbarov, Deputy Minister of HealthElsever Agayev, Deputy Minister of Emergency Situations, general-lieutenantFaig Tagizadeh, the first Vice-President of the State Oil Company Khoshbakht Yusifzadeh, Deputy Minister of Economy Sahib Mammadov, Deputy Minister of Communications and High Technologies Iltimas Mammadov, Director General of the Advisory Centre of Agricultural Science under Ministry of Agriculture Rasul Balayev.

After the break, the general meeting continued the work in second section.

Academician Akif Alizade spoke about scientific and organizational activity of ANAS in 2015. He spoke in detail about the work done in the field of research infrastructure modernization, construction of the activities of research institutions on the basis of advanced technologies, training of highly skilled personnel, the integration of science, education and industry, strengthening the legal framework and information management science, the integration of domestic science in the world research area. Academician noted that the last year has been improved structure, management and organization of ANAS, carried out important activities for purposeful coordination of scientific institutions: "These events are mainly cover areas such as the organization of scientific and organizational activity of ANAS on new foundations, preparation researcher personnel, strengthening research and innovation activity, legal reform, integration of science and education, development of e-science, establishing international scientific cooperation on a new basis, the popularization of science and the establishment of public relations, strengthening the material-technical base of ANAS, etc.”

Adding 70 years of celebration of ANAS in a reporting year, Academician A. Alizadeh noted that, guided by the objectives set at the head of state signed the ordinance on the celebration of this significant event at the state level, have been carried out activities aimed at the popularization and promotion of science, involving youth to research activities, conferences and symposia held at the international and national scale, published a book on the history of the Academy and its prominent representatives, etc.

Director of ANAS said that to ensure that the scientific priorities put forward by the President Ilham Aliyev during his speech at the anniversary event academy, appropriate decisions were adopted, and set specific objectives before scientific institutions and scientists.

Speaking about the work done during the year in the field of science and education integration, academician noted that the development of education in the ANAS a number of changes were made in legislation in academy, were established basic departments of some higher education ventures attached to scientific institutions, signed a memorandum of cooperation in the field of joint training. An important achievement in the field of integration of science and education director of ANAS named creation of the master studies in academy. He said that this year is expected to welcome 63 people in nine specialties.

ANAS President also spoke about the measures to be implemented in the future. "We are faced with tasks such as the definition of the priorities of basic and applied research in accordance with the decision of the important socio-economic and socio-cultural issues, ensuring the active participation of scientists of Azerbaijan in the implementation of the adopted state programs, the development of the reforms carried out to ensure compliance with national science international research requirements, discussion and search for solutions to the problems existing in the field of integration into the world of science, the formation of the national innovation space, the development of relations between science, education, manufacturing and others. I am confident that, as in previous years, and in the future, scientists of Azerbaijan as a result of the care and attention of the state of science and mobilizing the scientific capacity at the level of modern requirements will be able to adequately fulfill their tasks”, - he said.

Then, discussions were held about the report.

Academician Kamal Abdullayev spoke about the Azerbaijani model of multicultural values, which are currently very relevant in the country. Describing Order signed by President Ilham Aliyev to declare 2016 the "Year of multiculturalism" in Azerbaijan as an important step towards achieving this goal, the academician noted that the Azerbaijani model of multiculturalism was formed on the basis of national and historical values, tolerance, and here Azerbaijanism principle is of particular importance. Application of the Azerbaijani model of multiculturalism can give excellent results in the restoration of peace in the world. The emergence of multiculturalism policy has given impetus to its scientific study. When there was this phenomenon, studying it in Western countries, the researchers noted that multiculturalism, as an effective political model in the regulation of the cultural and ethnic diversity in the community, at the same time is a progressive model.

At a meeting Academicians Dilgam Tagiyev, Parviz Mammadov, Abel Maharramov, corresponding members of ANAS Afiq Hasanov Saleh Maharramov, Hilal Bilalov, Shahin Mustafayev were reported.

Academician-secretary of ANAS, Academician Rasim Alguliyev responded the questions asked in regard of scientific and organizational activity of ANAS in 2015.

By the decision of General Assembly a report on the activity of ANAS in 2015 was recognized as satisfactory and approved.

At the event were discussed issues related to some structural reforms in ANAS, the relevant regulations were adopted.

Then "Gold Medal of the Republic of Azerbaijan named after Nizami Ganjavi" and Nominal Prizes of ANAS were granted to owners.
