The next meeting of the Presidium of the Azerbaijan National Academy of Sciences took place on September 25.

Opening the event, President of ANAS, academician Ramiz Mehdiyev informed about a number of scientific-organizational and staff issues on the agenda of the meeting. Academician Ramiz Mehdiyev said that the meeting focused on strengthening the human resources of the Presidium of ANAS, development of national content in the virtual environment in modern globalization, preservation and promotion of historical, literary and cultural heritage of our people, adoption of comprehensive programs in priority and topical scientific areas. In the context of mutual scientific cooperation with international organizations, a number of international events and the celebration of the anniversaries of prominent scientists will be discussed.

Prior to the discussion of the issues on the agenda, awards were presented to prominent scientists awarded by the relevant orders of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev. President of ANAS, academician Ramiz Mehdiyev presented academician Fakhraddin Gadirov the certificate and badge of honorary title "Honored Scientist", corresponding member of ANAS Shahbaz Muradov the "Honorary diploma of the President of the Republic of Azerbaijan" as well as Honorary Decree of ANAS.

By the decision of the Presidium of ANAS, prominent scientist-oncologist in the field of medicine, director general of the National Oncology Center of the Ministry of Health of the Republic of Azerbaijan, academician Jamil Aliyev and director of the Institute of Oriental Studies of ANAS, prominent orientalist, academician Govhar Bakhshaliyeva were appointed acting members of the Presidium of ANAS.

Then the floor was given to the academician-secretary of ANAS, corresponding member Aminaga Sadigov. He acquainted the participants with the issues on the agenda.

He said that the first scientific-organizational issue to be discussed at the meeting was about some proposals on the structure of the Presidium of ANAS. Speaking on the issue, the vice-president of ANAS, academician Rasim Alguliyev said that the Presidium of ANAS, which unites the structural units of the Presidium of ANAS, organizes their current work and coordinates the activities of scientific institutions and organizations of ANAS within its powers, holds important positions in terms of managing scientific and scientific-organizational processes at the national level. Therefore, the principles of academic and collegial management, as well as advanced international experience should be taken into account in determining its organizational structure, human resources, positions and functions.

Another issue on the agenda, "Establishment of the Virtual Electronic Activity Society under the Presidium of ANAS" was informed by the first vice-president of ANAS, academician Isa Habibbayli. He noted that one of the important directions of the state policy successfully implemented in Azerbaijan to modernize society is the formation of "Virtual Azerbaijan". ANAS has important responsibilities in the formation of "Virtual Azerbaijan". There is a need to create an independent body in order to more effectively organize activities in this area, eliminate retail, coordinate the work carried out from a single center and organize them more systematically. After extensive discussion of the issue, a decision was made to establish a Virtual Electronic Action Society on a voluntary basis under the Presidium of ANAS. Aide to the President of ANAS, Ph.D. Aladdin Malikov has been appointed the chairman of the Virtual Electronic Activity Society under the Presidium of ANAS on a voluntary basis.

First Vice-President of ANAS, academician Ibrahim Guliyev informed about the issues related to "Partial changes in the structure of the Institute of Oil and Gas of ANAS" and "Transfer of the Laboratory of Petrochemistry of the Institute of Oil and Gas of ANAS to the Institute of Geology and Geophysics". After discussing the issues, relevant decisions were made.

Speaking at the meeting on the "Program of development of cell technologies", the vice-president of ANAS, academician Rasim Alguliyev said that by the decision of the Presidium of ANAS dated July 17, 2019, it was included in the Division of Physical-Mathematical and Technical Sciences of ANAS. Institute of Biophysics has been charged to develop a program for the development of cell technologies.

Then the director of the Institute of Biophysics of ANAS, corresponding member of ANAS Oktay Gasimov presented the program of development of cell technologies and said that it is necessary to create new innovative technologies to respond to the rapid changes in nature in the last decade. The new conditions pose new challenges to medical biology, and they must be adequately addressed.

Member of the Presidium of ANAS, academician Jamil Aliyev, head of laboratory of the Institute of Biophysics of ANAS, corresponding member of ANAS Ilham Shahmuradov, vice-rector of Azerbaijan Medical University, Ph.D. in Biology Orkhan Isayev, Deputy Director on Science of the Institute of Biophysics of ANAS, Dr. Biological sciences Karim Gasimov took part in the discussion of the program.

After extensive discussions, the "Cell Technology Development Program" prepared by the Institute of Biophysics of ANAS was approved.

The meeting also sheduled issues related to the international conference "Problems of Cyber Security of Industrial Management Systems" with the support of NATO, as well as international conferences on "E-infrastructure for Eastern Partnership countries" with the support of the European Commission, and decisions were made to hold both two international meetings.

The meeting discussed the celebration of the 100th anniversary of the birth of world-famous Azerbaijani scientist, founder of fuzzy set theory and fuzzy logic, professor at the University of California, Berkeley, Honorary member of ANAS Lotfi Zade. The issue of celebrating the 70th anniversary of prominent mathematician, corresponding member of ANAS Kamil Ayda-zadeh was also considered. Relevant decisions have been made on the issues.

Then the academician-secretary of ANAS Aminaga Sadigov informed “about the results of the inventory of the property belonging to the regional scientific research and experimental bases of ANAS”, which was included in the agenda of the meeting. After discussing the issue, a decision was made.

Finally, the staff issue was scheduled. Ph.D. Biological sciences Minara Hasanova has been appointed Scientific Secretary of the Institute of Dendrology of ANAS.
