Guided by 19th and 32th paragraphs of the Article 109 of the Constitution of the Republic of Azerbaijan, in connection with the entry into force of the Law of Science of the Republic of Azerbaijan dated 14 June 2016 and to ensure the application of the law, I hereby resolve:

1. The Cabinet of Ministers of the Republic of Azerbaijan:

1.1. Within five months:

1.1.1. To submit its proposals in connection with adjusting laws of the Republic of Azerbaijan and acts of AR President "About Science" with the Law of the Republic of Azerbaijan, to the President of the Republic of Azerbaijan;

1.1.2. The Cabinet of Ministers to provide the adjustment of the legal acts of the Cabinet of Ministers woth the same Law and to inform the President of the Republic of Azerbaijan;

1.1.3. To define the requirements for giving status “Research university” to the higher education institutions in accordance with Article 12.6 of the Law, and to inform the President of the Republic of Azerbaijan;

1.1.4. In accordance with Article 13.5 of the Law, to be allowed to engage in scientific research institute to identify the types of business activities and to inform the President of the Republic of Azerbaijan;

1.1.5. In accordance with Article 22.4 of the Law, to confirm Regulations on the Council for Coordination of Scientific Research, and inform the President of the Republic of Azerbaijan;

1.1.6. In accordance with Article 33.8 of the Law, to define the amount of additionals on wages of individuals, working in the scientific-pedagogical fields with scientific degrees and academic titles and to inform the President of the Republic of Azerbaijan;

1.1.7. In accordance with Article 24.4 of the Law, to approve the rules of accreditation of academic institutions, regulation of accreditation organization of the academic institutions, and to inform the President of the Republic of Azerbaijan;

1.1.8. In accordance with Article 35.2 of the Law, to confirm the list of academic institutions and organizations, which are the subjects of a base funding, and to inform the President of the Republic of Azerbaijan;

1.1.9. In accordance with Article 37.4 of the Law, to define the rules of competition for grant funding of scientific activities and to inform the President of the Republic of Azerbaijan;

1.1.10. To conduct a draft legislative act, establishing types of charges for violation of the law and submit to the President of the Republic of Azerbaijan;

1.2. To conduct proposals on the relevant executive authority, exercising the powers of the executive authorities intended on the Article 12.6 of the Law (second case), 13.2, 27.3.11 paragraphs, the second sentence of Article 33.15, the 34.5, 36.1, 36.3, 36.4 and 38.16 paragraphs, and submit to the President of the Republic of Azerbaijan within three months;

1.3. To oversight the adjustment of the normative legal acts of central executive bodies to the Law and inform the President of the Republic of Azerbaijan about the execution within six-month term;

1.4. To solve other issues arising from this Law.

2. To define that:

2.1. The "relevant executive body” mentioned in the Articles 1.0.40, 8.4.5, 11.1, 12.13, 13.1, 22.1, 30.1 and Article 33.7 (the first case) of the Law of Science, is supposed to the President of the Republic of Azerbaijan;

2.2. Authorities of the relevant executive body stipulated in the second sentence of Article 11.7 of the Law, in Articles 18.2, 18.3, 18.5, 19.2, 20.4 and Article 33.7 (the second case), are implemented by the President of the Republic of Azerbaijan;

2.3. Authorities of the relevant executive body stipulated in the Article 12.6 of the Law (the first case), in Articles 13.5, the 14.4, 22.2, 22.4, first and second sentences of Article 24.4, 33.8, Article 35.2, Article 37.4 are implemented by the Cabinet of Ministers of the Republic of Azerbaijan;

2.4. The body which stipulated in Article 1.0.40 of the Law is Azerbaijan Supreme Attestation Commission under President of the Republic;

2.5. The organization which stipulated in the Articles 8.4.5, 11.1, 12.13, 13.1, 22.1 and 33.7 of the Law is Azerbaijan National Academy of Sciences.

3. The Ministry of Justice to provide the adjustment of the normative legal acts of central executive bodies and normative acts with "Law of Science" of the Republic of Azerbaijan and to inform the Cabinet of Ministers of the Republic of Azerbaijan.
